Job Description
Population Services International (PSI) Ethiopia seeks a Director, Evidence & Learning to lead monitoring and evaluation, research, data systems, and organizational learning. The role ensures evidence-driven decision-making, accountability, and program improvement across health sectors, including WASH, RMNCH, SRH, HIV/TB, NCDs, and Economic Empowerment.
Key Responsibilities
Strategic Leadership & Team Management
- Lead PSI-Ethiopia's Evidence & Learning strategy.
- Serve as a senior advisor on data-driven decision-making and program performance.
- Promote implementation science and adaptive management approaches.
- Build, mentor, and manage high-performing E&L teams.
Monitoring, Evaluation & Performance Management
- Oversee M&E systems across all projects.
- Ensure compliance with donor and national reporting requirements.
- Lead development of results frameworks, logframes, and performance indicators.
- Promote real-time data use for adaptive program management.
Research & Evidence Generation
- Lead operational research, implementation research, and evaluations.
- Oversee quantitative and qualitative studies.
- Generate evidence to support health system strengthening and market development.
- Strengthen partnerships with universities, research institutions, and government agencies.
Learning, Adaptation & Knowledge Management
- Institutionalize Collaborating, Learning, and Adapting (CLA) approaches.
- Transform data into actionable program improvements.
- Lead production of reports, dashboards, briefs, and knowledge products.
- Facilitate organizational learning and dissemination activities.
Digital Health & Data Systems
- Oversee digital health platforms and data systems integration.
- Promote use of DHIS2, dashboards, mobile data collection, and visualization tools.
- Ensure data quality, governance, privacy, and ethical compliance.
- Strengthen interoperability with national health information systems.
Stakeholder Engagement & Business Development
- Represent PSI in national and international technical forums.
- Collaborate with government, donors, and implementing partners.
- Support proposal development and resource mobilization efforts.
- Contribute technical leadership to new project design.
Qualifications & Experience
Education
- Master's degree in Public Health, Epidemiology, Biostatistics, or related field.
- PhD in a relevant field is preferred.
Experience
- 8 years of relevant experience with a Master's degree OR
- 10 years of relevant experience with a Bachelor's degree.
- Minimum 5 years in senior leadership positions managing large health programs.
- Experience with donor-funded programs such as USAID, BMGF, CIFF, and MCF.
- Strong publication record in peer-reviewed journals.
Technical Skills
- Advanced Monitoring & Evaluation expertise.
- Strong research design and implementation skills.
- Proficiency in STATA, SAS, or R.
- Experience with qualitative analysis software (NVivo, Dedoose, etc.).
- Knowledge of DHIS2, HMIS, KoboToolbox, ODK, SurveyCTO.
- Data quality assurance and data systems design expertise.
