Job Description

Job SummaryMédecins Sans Frontières (MSF-Belgium) is seeking a Health Promotion & Community Engagement (HPCE) Manager to lead the development, implementation, monitoring, and adaptation of the Health Promotion and Community Engagement program in Afar.

Key Responsibilities

HPCE Strategy & Program Implementation

  • Develop, update, and implement the HPCE strategy, workplans, tools, and monitoring systems.
  • Plan and monitor HPCE activities according to project priorities and timelines.
  • Support HP supervisors in implementing the HPCE strategy and developing appropriate tools and training.
  • Ensure participatory approaches and community consultation are incorporated into program design.
  • Develop culturally appropriate health education and IEC materials.
  • Ensure proper pre-testing, validation, translation, and adaptation of health education materials.
  • Contribute to situation analysis, rapid assessments, surveys, and rumor/feedback monitoring.
  • Support community-based surveillance, active case finding, referral, and patient tracing.
  • Support community meetings and stakeholder engagement activities.
  • Maintain and regularly update community and stakeholder mapping.
  • Document lessons learned, best practices, and program experiences.

Community Engagement & Health Promotion

  • Assess community health-seeking behaviors and local context in Afar.
  • Strengthen relationships with community and local leaders in MSF-supported areas.
  • Engage kebele and village leaders, traditional healers, TBAs, and other community actors.
  • Develop and strengthen community-based patient referral pathways.
  • Implement strategies to reduce patient default and absenteeism from ATFC services.
  • Conduct patient satisfaction and treatment-understanding surveys.
  • Establish mechanisms for collecting and analyzing feedback from patients, caregivers, and communities.
  • Share community feedback and emerging concerns with management and relevant teams.
  • Conduct practical cooking and food demonstration sessions using locally available ingredients.
  • Support quarterly blood donation campaigns in collaboration with the blood bank.

HP Team Management & Capacity Building

  • Develop capacity-building plans for HP staff based on identified needs.
  • Organize training, coaching, mentoring, and community-of-practice activities.
  • Supervise the quality of HPCE activities at field level.
  • Conduct supportive supervision using appropriate supervision checklists.
  • Support recruitment and performance evaluation of HP personnel in collaboration with HR.
  • Train and mentor Lay Counselor Educators (LCEs) and community volunteers.
  • Strengthen the capacity of Health Promotion counterparts, Health Extension Workers, and community volunteers.

Monitoring, Evaluation & Learning

  • Participate in field assessments, surveys, qualitative evaluations, and operational research.
  • Monitor HPCE indicators and assess program performance.
  • Analyze challenges affecting ATFC performance and develop corrective actions with outreach teams.
  • Support regular monitoring and adaptation of the HP strategy.
  • Document program lessons, experiences, and best practices.
  • Provide technical input to project reporting and information-sharing processes.

Coordination & Integration

The HPCE Manager will collaborate closely with:

The position will also lead the HP integration plan with Dubti General Hospital, supporting the progressive transfer of HP approaches, tools, systems, and responsibilities to the hospital's designated counterpart.

Qualifications & Experience

Essential Education:

Bachelor's degree in one of the following:

  • Social Sciences
  • Social Communication
  • Behavioral Sciences
  • Health Education
  • Anthropology
  • Public Health
  • Health Promotion
  • Community Health
  • Related fields

Desirable:

Master's degree in:

  • MPH
  • Health Promotion
  • Epidemiology
  • Social and Behavioral Change Communication
  • Related fields

Required Experience

Candidates should meet one of the following:

  • At least 1 year of experience as a program manager in health promotion/education, prevention, or community mobilization; OR
  • At least 2 years of experience as a supervisor within a health promotion/education, prevention, or community mobilization program.

Additional requirements:

  • Experience using qualitative methodologies.
  • Experience in strategy design, implementation, and monitoring.
  • NGO or MSF experience is desirable.
  • Social media management and communications experience is an advantage.
