Job Description

Vital Strategies is seeking a Senior Technical Advisor, Tobacco Control, Eastern and Central Africa Region to support the Tobacco Control Accelerator Fund and advance tobacco control initiatives across Mozambique, Angola, São Tomé and Príncipe, and Guinea-Bissau.

The position will serve as a regional focal point, working with government agencies, NGOs, civil society organizations, grantees, and other partners. The role will provide technical assistance, support policy development and implementation, oversee grants and projects, and monitor progress toward tobacco control objectives.

This is a full-time remote position based in Mozambique, with employment facilitated locally through an Employer of Record. Candidates must have legal authorization to work in Mozambique at the time of hire.

Key Responsibilities

Strategic Leadership & Representation

  • Serve as the tobacco control focal point for Mozambique, Angola, São Tomé and Príncipe, and Guinea-Bissau.
  • Represent Vital Strategies at high-level tobacco control meetings and events.
  • Contribute to regional work plans and strategic planning.

Policy Advocacy & Stakeholder Engagement

  • Engage with Ministries of Health and other government institutions to support policy implementation.
  • Develop and maintain partnerships with CSOs and NGOs across health and non-health sectors.
  • Monitor national strategic plans and emerging tobacco control policy developments.
  • Coordinate with Bloomberg Initiative partners at global and local levels.

Technical Assistance & Capacity Building

  • Provide technical assistance to government agencies and project partners.
  • Analyze political and policy environments and identify intervention opportunities.
  • Review technical resources to ensure alignment with international best practices, including the WHO Framework Convention on Tobacco Control (WHO FCTC).

Grant & Project Management

  • Manage the development and implementation of grants with government and NGO partners.
  • Monitor project progress against agreed objectives and outcomes.
  • Conduct site visits to verify activities and provide technical guidance.

Monitoring, Evaluation & Reporting

  • Prepare monthly, quarterly, and annual progress reports.
  • Develop policy briefs and technical reports for decision-makers.
  • Participate in coordination meetings and maintain communication with tobacco control stakeholders.

Qualifications & Experience

  • Education: Master's degree or above.
  • Experience: Minimum of 10 years of progressive professional experience in the health sector.

Required Skills & Competencies

  • Strong knowledge of public health and public policy interventions.
  • Government relations and policymaking experience.
  • Strong project management and decision-making skills.
  • Leadership and people management experience.
  • Excellent stakeholder engagement and interpersonal skills.
  • Ability to build relationships across diverse organizations and sectors.
  • Experience with policy advocacy and public policy development.
  • Knowledge of epidemiology, health sciences, or public health.
  • Grant management and project cycle management experience is an advantage.
  • Knowledge of tobacco control or noncommunicable diseases (NCDs) is preferred.

Language Requirements

  • Fluency in English – written and spoken.
  • Fluency in Portuguese – written and spoken.

Preferred Experience

  • Previous experience working in government in public policy or public health.
  • Previous experience in tobacco control or NCDs.
  • Strong understanding of government systems and connections to government agencies in Mozambique, Angola, São Tomé and Príncipe, and Guinea-Bissau.

Working Conditions

  • Full-time, remote position based in Mozambique.
  • Approximately 20% travel required.
  • Applicants must be legally authorized to work in Mozambique.

Compensation

The stated salary range is MZN 4,208,750–5,719,583, with competitive benefits.
