CIFA is an international NGO with more than 40 years of experience working to protect vulnerable children and youth. CIFA has operated in Ethiopia for more than 20 years, supporting access to primary and secondary education, particularly for girls, combating discrimination, and promoting women's economic empowerment.

CIFA currently works in Addis Ababa, Dire Dawa City Administration, South Wollo in Amhara Region, Harari, and Oromia Region.

About the Project

The position is under the “Second Life” project, which focuses on strengthening solid waste management, circular economy approaches, and socio-economic inclusion through coordinated technical, institutional, and community-based activities.

Job Summary

CIFA ETS is looking for a Finance Officer to provide financial, accounting, administrative, and HR-related support for the project.

The Finance Officer will work under the supervision and guidance of the Country Administrator and will be responsible for ensuring proper financial management, compliance with CIFA and donor requirements, internal controls, financial reporting, and administrative support.

Key Responsibilities

1. Financial & Accounting Operations

  • Manage and update monthly transaction records in CIFA's financial systems, including Peachtree, NPS, and SQUARE.
  • Record daily financial transactions, accounts receivable, and accounts payable.
  • Manage monthly payroll and ensure timely payment of bills, taxes, statutory deductions, and other financial obligations.
  • Follow up on the settlement of staff advances and operational floats.
  • Support the preparation and processing of Purchase Requisitions (PRs), Purchase Orders (POs), and Payment Requests.
  • Review Activity Terms of Reference (ToRs) and facilitate timely payments for per diems, transportation, workshops, and training activities.

2. Cash Management, Budgeting & Internal Controls

  • Maintain financial systems in accordance with CIFA's Finance Manual and donor requirements.
  • Prepare and monitor cash-flow forecasts.
  • Manage and monitor petty cash and cash custody procedures.
  • Maintain effective relationships with banks.
  • Collect, verify, and properly file bank advice and statements.

3. Financial Reporting, Audits & Documentation

  • Prepare accurate and timely monthly financial reports.
  • Track project expenditures by project and cost center.
  • Prepare monthly project financial progress reports.
  • Perform regular bank, general ledger, and expenditure reconciliations.
  • Prepare financial documentation and schedules for organizational and project audits.
  • Organize, scan, archive, and maintain financial records, receipts, and supporting documents in accordance with CIFA and donor requirements.

Qualifications & Experience

Education

  • Bachelor's degree in Accounting, Finance, or a closely related field.

Professional Experience

  • At least 4 years of relevant professional experience in finance and accounting.
  • Minimum 4 years of experience working with international NGOs (INGOs) or humanitarian organizations.

Technical Skills

  • Strong financial and accounting knowledge.
  • Proficiency in Peachtree, NPS, and SQUARE accounting software.
  • Advanced proficiency in MS Excel and MS Word.
  • Strong financial reporting and reconciliation skills.

Salary & Benefits

  • Gross monthly salary: €520.67
  • Salary Grade: Grade 4 – Step 1
  • Salary includes the monthly transport allowance and 11% pension contribution as stated in the vacancy announcement.
  • Medical and life insurance are provided under CIFA's policy.
  • Salary is paid monthly through the employee's bank account.
