About VSO Ethiopia
VSO is an international development organization working through volunteers to create a fair world for everyone. VSO Ethiopia is implementing the Internship Opportunities for Young Women (iWork) program, financed by the Mastercard Foundation.
The program aims to create internship opportunities for 24,000 financially disadvantaged young people, with a primary focus on young women, across Amhara, Oromia, Harari, Addis Ababa, and Dire Dawa.
Job Summary
VSO Ethiopia is seeking a Finance and Compliance Manager to provide effective grant finance and operations coordination across three assigned clusters.
The position will oversee financial risk management, compliance, donor reporting, grant financial monitoring, and operational coordination in accordance with VSO policies, donor requirements, local laws, and organizational standards.
The role will also directly manage Cluster Finance Officers and provide technical coordination and capacity-building support to ensure effective grant compliance and financial operations.
Key Responsibilities
Financial Compliance
- Implement VSO financial processes and tools.
- Establish and maintain strong financial controls for donor funds.
- Identify and manage financial risks and maintain the risk register.
- Coordinate risk assessments and mitigation measures.
- Prevent financial fraud and financial misconduct.
- Coordinate financial and risk audits.
- Monitor financial risks and implement corrective measures.
- Support communication with donors on compliance and financial matters.
- Review compliance of partners, suppliers, and project systems.
- Conduct compliance visits and provide training where necessary.
- Maintain proper records of contracts, budgets, guidelines, and compliance requirements.
Financial Coordination & Monitoring
- Coordinate financial management across three project clusters.
- Consolidate and update project budgets and forecasts using the SUN system.
- Monitor project expenditure and income.
- Review shared costs and ensure compliance with policies and donor requirements.
- Advise the Program Manager on budget variances and corrective actions.
- Prepare grant reconciliation reports.
- Reconcile SUN grant data with donor reports.
- Support preparation of donor financial reports.
- Support tax, statutory, and internal audits.
- Conduct regular field-level financial monitoring.
- Review vouchers and supporting documents.
- Conduct physical and third-party verification where required.
- Prepare financial monitoring reports and follow up on recommendations.
Operations & Administration
- Coordinate procurement activities.
- Support logistics management.
- Oversee asset management.
- Coordinate travel management.
- Support administrative operations across project clusters.
Qualifications
- Bachelor's degree or equivalent in:
- Finance
- Accounting
- Business Administration
- Project Management
- Economics
- Management
- or related fields.
- Professional qualification such as ACCA, CPA, CIMA, or equivalent is preferred.
- Master's degree is an added advantage.
Experience & Skills
- Significant progressive experience in finance, operations, grants management, or project management within donor-funded development programs.
- Experience managing large and complex project budgets.
- Strong financial planning, forecasting, expenditure tracking, and reporting skills.
- Experience with procurement, logistics, administration, and multi-regional project coordination.
- Experience working with international NGOs, development organizations, or consortium projects.
- Strong grant financial management knowledge.
- Experience with donor requirements; experience with Mastercard Foundation funding is preferred.
- Proficiency in Excel, SUN systems, Q&A XL, and financial reporting systems.
- Strong coordination and capacity-building skills.
- Ability to work effectively in a multicultural and international environment.
- Willingness to travel to project locations for up to 20% of working time.
Job Location
Addis Ababa, with frequent travel to cluster offices in Central Amhara and Eastern Amhara.
