Job Description

The Human Resource Manager will report directly to the General Manager and oversee all human resource functions. The role serves as a strategic partner to management and a liaison between staff and leadership. The HR Manager will lead recruitment, employee relations, performance management, compensation and benefits administration, training, compliance.

Key Responsibilities

1. Recruitment & Onboarding

  • Lead recruitment planning, sourcing, interviewing, and selection processes.
  • Manage onboarding and employee integration.
  • Develop talent pipelines and workforce planning strategies.

2. Employee Relations

  • Address workplace conflicts and disciplinary matters.
  • Promote a healthy, respectful, and productive work environment.
  • Advise management on employee engagement strategies.

3. Performance Management

  • Oversee performance appraisal systems.
  • Support goal setting and employee development plans.
  • Monitor performance improvement processes.

4. Compensation & Benefits

  • Administer payroll oversight, salary structures, and benefits programs.
  • Ensure competitive and equitable compensation practices.

5. Policy & Compliance

  • Develop and implement HR policies and procedures.
  • Ensure compliance with Ethiopian labor laws and regulations.
  • Maintain HR documentation and records.

6. Training & Development

  • Organize training programs and workshops.
  • Identify skill gaps and promote professional growth.

7. Strategic HR Planning

  • Partner with leadership on workforce strategy and retention.
  • Align HR initiatives with EDA’s mission and objectives.

8. Culture & Engagement

  • Promote diversity, equity, and inclusion.
  • Drive employee engagement and morale initiatives.

Job Requirements

Education

  • Bachelor’s Degree in Human Resources, Business Administration, or related field.
  • Master’s Degree is preferred.

Experience

  • Minimum 4 years of HR management experience.
  • NGO experience is advantageous.

Additional Training

  • Computer training certificate with strong computer proficiency.
  • Leadership training certificate is an advantage.

Technical Competencies

  • Strong leadership and strategic HR management skills.
  • Excellent verbal and written communication skills.
  • Ability to analyze HR metrics and workforce data.
  • Experience with HRIS systems (Workday, ADP, BambooHR, etc.).

Language Requirements

Fluency in English and Amharic (spoken and written).
