Job Description

Marie Stopes International Ethiopia (MSIE) is looking for a qualified and experienced Senior Finance & Admin Officer to support the financial, administrative, procurement, property, fixed asset, and human resource functions of the Gotera MCH Centre.

Main Responsibilities

Finance and Accounting

  • Record and code centre income, expenditure, and other financial transactions.
  • Review payment requests, supporting documents, coding, and authorizations.
  • Prepare payment vouchers and cheques and ensure proper documentation.
  • Maintain secure custody of cheque books and financial documents.
  • Follow up and ensure timely liquidation of staff and travel advances.
  • Record stock receipts, transfers, and consumption in ICM and prepare reconciliation reports.
  • Review stock counts and investigate stock variances.
  • Prepare bank reconciliations and review monthly income against bank deposits.
  • Prepare payroll for temporary and contract employees, including applicable deductions.
  • Review clinic receipts, invoices, petty cash payments, and other financial documents.
  • Maintain organized and accessible financial records.
  • Participate in annual physical stock and fixed asset counts.
  • Support budget preparation, revision, and monitoring.
  • Ensure compliance with MSIE financial policies, procurement procedures, and donor requirements.

Human Resources

  • Support implementation of MSIE HR policies and the Ethiopian Labour Code.
  • Assist with human resource planning and staffing requirements.
  • Follow up staff contract renewals and terminations.
  • Prepare and monitor annual leave plans.
  • Maintain accurate staff leave and personnel records.
  • Support disciplinary processes and HR-related activities.
  • Assist with training needs assessments.
  • Support administration of staff benefits, allowances, and incentives.
  • Prepare periodic HR reports.
  • Ensure staff KPI setting and performance appraisal processes are properly implemented.

Procurement and Property Administration

  • Manage procurement activities at the centre level.
  • Prepare purchase requisitions, specifications, and related procurement documents.
  • Lead the MCH Centre procurement committee.
  • Ensure value-for-money purchasing and compliance with procurement procedures.
  • Manage purchase orders, contracts, supplier performance, and procurement records.
  • Prepare and monitor procurement plans and weekly procurement status reports.
  • Maintain the fixed asset register and custodian records.
  • Record newly received assets and update asset records.
  • Coordinate stock replenishment with storekeepers and Centre Managers.
  • Support disposal of damaged, obsolete, or expired items.
  • Monitor building facilities and recommend maintenance or renovation when required.
  • Ensure appropriate safety and security arrangements at MCH Centres.
  • Monitor vehicle logbooks, fuel use, servicing, maintenance, and related reports.

Compliance and System Strengthening

  • Conduct scheduled and unscheduled visits to MCH Centres to assess compliance.
  • Review cash collection, reconciliation, and daily bank deposits.
  • Conduct cash counts and verify petty cash balances.
  • Review bank and petty cash records for accuracy and compliance.
  • Monitor staff advances and ensure timely liquidation.
  • Identify control gaps and recommend corrective actions.

Qualifications and Experience

Education:
MA/BA degree in Accounting.

Experience:

  • 2–4 years of experience as a Finance Officer or in a relevant finance and administration role.

Required Skills

  • Strong accounting and financial management skills.
  • Ability to review and investigate financial details.
  • Knowledge of donor policies and standards.
  • Ability to guide and provide technical support to colleagues.
  • Strong attention to detail and persistence.
  • Knowledge of procurement, stock, asset, and HR administration.
  • Experience with Vision XL, SUN Accounting, and Peachtree is required.
  • Good organizational and communication skills.
