Job Description
The consultant will design and implement a comprehensive financial landscape review across six priority regions, assessing nutrition financing, public expenditure, financing disparities, and investment gaps.
Key Responsibilities
Nutrition Financing & Public Expenditure
- Design and deploy assessment tools to track public financing and expenditure related to child nutrition.
- Conduct a comprehensive review of nutrition financing across six priority regions.
- Analyze public expenditure, financing gaps, and investment trends related to nutrition.
- Identify financing disparities and equity gaps across priority regions.
Economic Analysis & Investment Cases
- Develop nutrition investment cases to demonstrate the economic and social returns of investing in child nutrition.
- Conduct costing and cost-benefit projections for interventions addressing child food poverty.
- Apply economic modeling to generate evidence for policy and investment decisions.
- Translate economic findings into practical recommendations for government decision-makers.
Policy & Technical Support
- Provide technical support to regional bureaus implementing the Nutrition Budget Tagging and Tracking (NBTT)system.
- Support advocacy aimed at increasing domestic financing for nutrition.
- Provide evidence and recommendations to ministries of finance, regional cabinets, and other decision-makers.
- Perform other duties reasonably assigned by the Project Manager/CEO in support of project objectives.
Key Deliverables
The consultant will be responsible for producing:
- Inception report outlining the methodology and assessment tools for the financial landscape review.
- Comprehensive regional data analysis report covering nutrition financing across six priority regions.
- Policy brief on nutrition financing and investment.
Qualifications & Experience
- Master's degree or PhD in:
- Health Economics
- Economics
- Public Finance
- Development Economics
- Or a closely related field.
- Minimum 8 years of professional experience in public financial management, nutrition costing, public expenditure reviews, or related areas.
- Demonstrated expertise in:
- Economic modeling
- Nutrition financing
- Public expenditure analysis
- Nutrition fiscal policy advocacy
- Investment case development
- Experience supporting government institutions and development partners is highly desirable.
- Experience with international development agencies or UN organizations is an advantage.
- Valid consultancy service license should be attached, if applicable.
