Job Description

World Vision Ethiopia is seeking a Digital Solutions Specialist to lead the design, development, deployment, integration, and operation of AI-powered digital solutions supporting the RISE Fund response across conflict- and crisis-affected areas.

The position focuses strongly on software development, data integration, data management, dashboards, AI-supported analytics, and digital systems. The specialist will develop data connectors, APIs, ETL pipelines, and a unified data model that brings information from multiple platforms into real-time, multi-sector monitoring and reporting dashboards.

The role will also support AI-assisted analytics, mobile data collection systems, user training, technical support, responsible AI, data protection, and information security.

Key Responsibilities

💻 Software Development & Data Integration

  • Design, develop, test, and maintain data consolidation software integrating multiple source systems.
  • Build and maintain APIs, connectors, ETL pipelines, and data transformation processes.
  • Develop automated data-quality checks, validation, deduplication, and error-handling systems.
  • Follow agile development practices including sprints, backlogs, reviews, retrospectives, and continuous user feedback.
  • Maintain version control, code reviews, release management, and technical documentation.
  • Ensure personally identifiable information and child protection data remain within authorized systems.

📊 Dashboard & Data Visualization

  • Build and operate a centralized real-time monitoring and reporting dashboard covering multiple sectors and project locations.
  • Track project reach, geographic coverage, demographic disaggregation, targets, supply pipelines, complaints, and monitoring findings.
  • Develop interactive visualizations, maps, charts, and drill-downs using D3.js or equivalent tools.
  • Support Power BI dashboards and routine reporting.
  • Produce maps, sector snapshots, coverage analysis, and management reporting products.

🤖 AI & Analytics

  • Implement AI-supported anomaly detection, deduplication, forecasting, and operational analytics.
  • Support complaints and feedback analytics in local Ethiopian languages.
  • Ensure safeguarding and PSEA-related complaints are immediately routed to confidential human handlers.
  • Use AI for triage and trend analysis while ensuring complaints are handled and closed by trained staff.
  • Support AI-assisted reporting while ensuring outputs are reviewed by technical and MEAL teams.

📱 Digital Systems & Technical Support

  • Configure and support platforms such as LMMS/ITS, CommCare, KoboToolbox/ODK, mWater, MEQA, CPIMS+/Primero, and SMAP where applicable.
  • Provide technical support for beneficiary registration, distribution tracking, assessments, WASH monitoring, education data, and case-management systems.
  • Provide remote and on-site helpdesk support and resolve system incidents.

🎓 Training & Capacity Building

  • Develop SOPs, training materials, and quick-reference guides.
  • Train World Vision field staff, MEAL teams, and implementing partners.
  • Deliver Training of Trainers (ToT) sessions and support digital focal points.
  • Strengthen partners' capacity in secure data handling and responsible use of digital tools.

🔐 Data Protection & Security

  • Conduct and maintain Data Protection Impact Assessments (DPIAs) and security reviews.
  • Ensure compliance with World Vision data protection policies and humanitarian data-responsibility standards.
  • Manage user access, permissions, audit logs, consent, and incident response.
  • Ensure external AI services do not process personally identifiable beneficiary data.
  • Conduct regular responsible-AI reviews.

Qualifications & Experience

Education:

  • BSc/MSc in Computer Science, Software Engineering, Information Systems, Data Science, or a related field.

Experience:

  • 5–7 years of experience in software development, data systems, or information management.
  • Experience developing data integration/consolidation systems using connectors, APIs, and ETL pipelines.
  • Experience building unified data models and dashboards.
  • Experience working with Agile methodologies such as Scrum or Kanban.
  • Experience with humanitarian or development data systems is highly desirable.
  • Experience training and supporting non-technical users and local partners.
  • Experience working in emergency or fast-paced environments is an advantage.

Technical Skills

  • Programming with Python, C#, JavaScript/Node.js, or similar.
  • Strong SQL skills.
  • REST API development and integration.
  • Git and version control.
  • Agile development methodologies and tools such as Jira or Azure DevOps.
  • Data integration, ETL, validation, and data-quality management.
  • Power BI or equivalent BI platforms.
  • D3.js or comparable JavaScript visualization libraries.
  • KoboToolbox, ODK, or CommCare configuration.
  • Mobile/offline data collection and multilingual forms.
  • Applied AI and analytics, including deduplication, anomaly detection, forecasting, and NLP.
  • Microsoft 365 and Power Platform, including Power Apps, Power Automate, Power BI, Teams, SharePoint, and OneDrive.
  • Strong understanding of data protection, privacy, consent, and responsible AI.
  • Excellent written and spoken English.

Preferred Qualifications

  • Certification in data analytics, Power BI, or data engineering.
  • Humanitarian information management or IM Cluster training.
  • Experience with cash/beneficiary deduplication systems.
  • Knowledge of Ethiopian languages including Amharic, Afaan Oromo, Tigrinya, Somali, or Afar.
  • PMP, PRINCE2, Scrum, PSM, SAFe, cloud, or security certifications.
