Job Description

Norwegian Refugee Council (NRC) is seeking a qualified Finance Coordinator to oversee financial management, ensure compliance with NRC policies and donor requirements, and support project teams with financial planning and reporting. The position also involves supervising finance staff and strengthening financial systems within the area office.

Key Responsibilities

Financial Management & Compliance

  • Implement NRC financial systems and procedures at the area level.
  • Ensure compliance with NRC policies, financial handbook, and donor requirements.
  • Maintain budget control and monitor cash flow.
  • Ensure proper documentation and filing of financial records.

Budgeting & Reporting

  • Prepare budgets and financial reports for donors.
  • Monitor budgets and advise the Area Manager on spending status.
  • Support project teams with financial planning and budget revisions.

Accounting & Payments

  • Verify PR/PO/BAS and vouchers before payments.
  • Review and post financial data in Agresso on a daily basis.
  • Ensure timely payments for staff salaries, contractors, suppliers, and other expenditures.
  • Ensure monthly payment of taxes and pension contributions.

Bank & Audit Support

  • Prepare bank reconciliation and eBRS reports.
  • Update bank signatory lists and authorization tables.
  • Support preparation for annual audits.

Team Support & Capacity Building

  • Train line managers and staff with financial responsibilities.
  • Manage and supervise finance team members.
  • Support staff on financial procedures and compliance requirements.

Additional Duties

  • Participate in procurement committee meetings.
  • Ensure proper filing of supporting documents.
  • Support implementation of NRC’s anti-corruption policy.

Job Requirements

Education

MA or BA in Accounting, Finance, or related field.

Experience

  • Minimum 3 years of experience in finance roles within a humanitarian or recovery context.
  • Experience working in complex or volatile environments is preferred.
  • Experience in staff training and capacity building is an advantage.

  • Fluency in English (written and verbal).
