Job Description

The Human Capital and Facility Management Department Director is responsible for transforming the department into a Centre of Excellence by building strong systems, attracting and retaining top talent, strengthening performance management, ensuring compliance with labor laws, and maintaining efficient facility operations across the organization.

Core Responsibilities

1. Strategic Leadership & System Development

  • Develop and execute a long-term departmental strategy aligned with ERCS operational goals.
  • Establish integrated HR and Facility Management systems.
  • Develop and update HR policies, procedures, manuals, and standard operating guidelines.
  • Ensure consistent application of labor laws and internal HR regulations across all levels.
  • Institutionalize modern human resource management frameworks.

2. Talent Acquisition & Workforce Planning

  • Lead recruitment, promotion, transfer, and separation processes.
  • Design competitive talent acquisition and retention strategies.
  • Identify and develop future leaders within the organization.
  • Promote ERCS as an employer of choice in the humanitarian sector.

3. Performance Management & Organizational Development

  • Design and oversee a modern performance management system.
  • Monitor performance implementation across regional and branch levels.
  • Establish staff competency frameworks and leadership development models.
  • Strengthen accountability and performance culture.
  • Recognize high performers and address performance gaps.

4. Capacity Building & Learning

  • Ensure staff capacity building components are integrated into annual plans and projects.
  • Allocate adequate resources for professional development.
  • Document success stories and best practices for knowledge sharing.
  • Promote continuous learning and innovation within ERCS.

5. Facility & Administrative Oversight

  • Ensure proper maintenance of offices, equipment, utilities, and facilities.
  • Guarantee operational continuity through effective facility management systems.
  • Oversee insurance schemes and staff benefit administration.

6. Stakeholder Engagement

  • Represent ERCS at national and international forums when required.
  • Build partnerships for talent development and institutional strengthening.
  • Collaborate with internal departments and external partners to enhance operational excellence.

Required Qualifications

  • Master’s or Bachelor’s degree in Human Resource Management, Personnel Management, Management, Public Administration, Business Administration, or related fields.
  • 10 years (Master’s) or 12 years (Bachelor’s) of relevant experience.
  • At least 5–7 years in a managerial position.
