Job Description
The Human Resource Manager will report directly to the General Manager and oversee all human resource functions. The role serves as a strategic partner to management and a liaison between staff and leadership. The HR Manager will lead recruitment, employee relations, performance management, compensation and benefits administration, training, compliance.
Key Responsibilities
1. Recruitment & Onboarding
- Lead recruitment planning, sourcing, interviewing, and selection processes.
- Manage onboarding and employee integration.
- Develop talent pipelines and workforce planning strategies.
2. Employee Relations
- Address workplace conflicts and disciplinary matters.
- Promote a healthy, respectful, and productive work environment.
- Advise management on employee engagement strategies.
3. Performance Management
- Oversee performance appraisal systems.
- Support goal setting and employee development plans.
- Monitor performance improvement processes.
4. Compensation & Benefits
- Administer payroll oversight, salary structures, and benefits programs.
- Ensure competitive and equitable compensation practices.
5. Policy & Compliance
- Develop and implement HR policies and procedures.
- Ensure compliance with Ethiopian labor laws and regulations.
- Maintain HR documentation and records.
6. Training & Development
- Organize training programs and workshops.
- Identify skill gaps and promote professional growth.
7. Strategic HR Planning
- Partner with leadership on workforce strategy and retention.
- Align HR initiatives with EDA’s mission and objectives.
8. Culture & Engagement
- Promote diversity, equity, and inclusion.
- Drive employee engagement and morale initiatives.
Job Requirements
Education
- Bachelor’s Degree in Human Resources, Business Administration, or related field.
- Master’s Degree is preferred.
Experience
- Minimum 4 years of HR management experience.
- NGO experience is advantageous.
Additional Training
- Computer training certificate with strong computer proficiency.
- Leadership training certificate is an advantage.
Technical Competencies
- Strong leadership and strategic HR management skills.
- Excellent verbal and written communication skills.
- Ability to analyze HR metrics and workforce data.
- Experience with HRIS systems (Workday, ADP, BambooHR, etc.).

Language Requirements
Fluency in English and Amharic (spoken and written).
