Job Description

The Human Resources Manager (HRM) provides both strategic and operational HR leadership for SNV Ethiopia. As a member of the Country Management Team (CMT), the HRM plays a key role in shaping country strategy, leading HR transformation, ensuring compliance, and strengthening overall organizational performance.

Key Responsibilities

1. Strategic HR Leadership

  • Lead development and implementation of country-level HR strategy.
  • Contribute to overall country strategy as a CMT member.
  • Translate global HR frameworks into actionable country plans.
  • Advise leadership on workforce risks and opportunities.
  • Lead change management, restructuring, and growth initiatives.

2. HR Advisory & Organizational Design

  • Serve as a trusted advisor to leadership.
  • Provide guidance on employee relations and performance management.
  • Ensure fair application of HR policies.
  • Support organizational structure design and optimization.
  • Manage sensitive HR matters with sound judgment.

3. Compliance, Risk & Governance

  • Ensure compliance with labor law, donor requirements, and internal policies.
  • Manage disciplinary processes, grievances, and conflict resolution.
  • Maintain confidentiality and ethical standards.
  • Identify HR risks and implement mitigation strategies.
  • Support audits and ensure HR systems are audit-ready.

4. HR Operations & Systems

  • Oversee recruitment, onboarding, contracts, payroll coordination, and benefits.
  • Maintain accurate HR data and reporting systems.
  • Use HR analytics to support decision-making.
  • Monitor HR service providers against performance and budget standards.

5. People Management & Talent Development

  • Lead and develop the HR team.
  • Oversee workforce planning and inclusive recruitment.
  • Support performance management and succession planning.
  • Promote learning, development, and staff wellbeing.
  • Ensure safeguarding and duty of care standards are upheld.

6. Compensation & Benefits

  • Ensure competitive and compliant reward systems.
  • Align national staff policies with global frameworks.
  • Apply sound financial judgment in compensation decisions.

Job Requirements

Education

Master’s Degree in Human Resource Management, Organisational Development, Business Administration, or related field.

Experience

  • 8–10 years of progressive HR experience, preferably in an international NGO or development organization.
  • At least 5 years in a senior HR leadership role.
  • Proven experience managing HR teams in multicultural environments.
  • Strong knowledge of labour law and HR best practices.
