Job Summary

The National Project Officer will support the planning, coordination, implementation, and monitoring of community-based reintegration (CBR) interventions and Enterprise Development Fund (EDF) activities.

The position will work closely with IOM programme units, field teams, government counterparts, implementing partners, private-sector stakeholders, and communities. The role includes implementation support, partner coordination, monitoring, reporting, documentation, stakeholder engagement, and identification of operational challenges and follow-up actions.

Key Responsibilities

• Support the coordination, implementation, and monitoring of community-based reintegration activities.
• Support community assessments, market analyses, value-chain assessments, and stakeholder consultations.
• Assist in developing and implementing livelihoods, community infrastructure, social cohesion, and service-strengthening activities.
• Support implementation of the Enterprise Development Fund (EDF), including enterprise outreach, selection documentation, due diligence, and monitoring.
• Engage private-sector actors, SMEs, business associations, financial institutions, chambers of commerce, and entrepreneurship organizations.
• Support EDF operational plans, grant documentation, monitoring tools, risk mitigation measures, and accountability mechanisms.
• Coordinate with field focal points, implementing partners, and service providers.
• Maintain communication with IOM programme units, government counterparts, and partners.
• Support collaboration with federal, regional, and local government authorities.
• Monitor implementing partners and service providers against workplans, IOM standards, donor requirements, and protection principles.
• Support capacity-building activities on reintegration, livelihoods, referrals, entrepreneurship, and community engagement.
• Collect, verify, and consolidate monitoring data, beneficiary feedback, and lessons learned.
• Conduct field monitoring visits and prepare mission notes with observations and recommended actions.
• Prepare inputs for donor reports, briefing notes, concept notes, presentations, success stories, and technical documentation.
• Contribute to project development and resource mobilization efforts.
• Participate in relevant coordination mechanisms and technical working groups.
• Perform other duties as assigned.

Job Requirements

Education:

• Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field, with at least 2 years of relevant professional experience; or
• Master’s degree in the above-mentioned fields.

Experience:

• Experience supporting community-based reintegration projects, including grants or enterprise development funds.
• Experience working with migrants, refugees, IDPs, victims of trafficking, and other vulnerable groups.
• Experience working with implementing partners, NGOs, and community-based organizations.
• Experience liaising with government authorities, international institutions, UN agencies, and NGOs.
• Experience working with financial institutions, chambers of commerce, private-sector actors, and business development service providers.
• Experience conducting market, value-chain, and livelihoods assessments.
• Experience in reintegration or similar projects with a UN agency or international organization is an asset.
• Experience supporting training programmes.
• Experience monitoring employment creation, enterprise growth, livelihoods, and income-generation outcomes.
• Experience with international humanitarian organizations, NGOs, or government institutions is an advantage.
• Experience in migration-related work, project development, management, and report writing.

Languages

• Fluency in English is required.
• Fluency in Amharic, both oral and written, is required.
