Job Description
GIZ Ethiopia is seeking a Procurement and Contracting Specialist to provide professional procurement and contract management support to project teams throughout the procurement and contracting cycle.
The position will support procurement planning, preparation and review of procurement documents, tender processes, contract negotiations, and development of financing agreements and local contribution arrangements. The specialist will ensure compliance with GIZ policies, procedures, regulatory requirements, and effective risk management while supporting successful project implementation.
The role requires strong expertise in procurement processes, contract administration, documentation, stakeholder coordination, and compliance management.
Key Responsibilities
- Provide expert procurement and contracting advice and support to project teams throughout the procurement cycle.
- Support procurement planning, preparation, implementation, and review of procurement procedures.
- Monitor ongoing procurement and contracting processes, track progress, and ensure timely follow-up of activities.
- Prepare, review, and coordinate procurement documents including:
- Tender documents
- Evaluation materials
- Contracts
- Related procurement records
- Draft and review contracts, financing agreements, and local contribution arrangements.
- Support negotiations with suppliers, contractors, and partners to ensure effective and compliant agreements.
- Identify procurement and contractual risks and recommend mitigation measures.
- Ensure quality, consistency, and compliance of procurement and contract documentation.
- Maintain accurate procurement and contract records according to internal procedures and audit requirements.
- Support procurement reporting, tracking, and analysis.
- Contribute to improving procurement tools, templates, processes, and guidance materials.
- Coordinate with project teams, procurement colleagues, and stakeholders to resolve procurement and contractual issues.
Qualifications & Experience
Education
Bachelor’s degree in:
- Procurement
- Supply Chain Management
- Law
- Commerce
- Business Administration
- Finance
- Related fields
A Master’s degree is an added advantage.
Professional Experience
- Minimum of 5 years of proven experience in:
- Procurement management
- Contract administration
- Tendering processes
- Procurement planning
- Application of procurement policies and procedures
- Experience drafting financing agreements and local contribution arrangements.
- Strong experience managing multiple procurement activities and meeting deadlines.
Required Skills & Competencies
- Strong procurement and supply chain management knowledge.
- Excellent contract drafting and review skills.
- Strong analytical, organizational, and problem-solving abilities.
- Excellent communication and negotiation skills.

- Fluency in Amharic and English required.

- Knowledge of German is an advantage.
