Job Description
The Procurement & Transit Officer ensures the smooth procurement, importation, and local acquisition of pharmaceuticals, medical supplies, equipment, and other essential items. This includes managing tender processes, vendor selection, customs clearance, and timely delivery to ERCS warehouses.The role requires coordination with suppliers, transit agencies, customs.
Key Responsibilities
Procurement Management:
- Facilitate local and foreign procurement activities of pharmaceuticals and related supplies.
- Prepare tender documents, solicit bids, and conduct offer analysis for open or restricted tenders.
- Maintain systematic records of suppliers, prices, and procurement schedules.
- Procure medicines, medical supplies, equipment, assets, and office materials based on procurement plans.
- Review and approve supplier documentation to ensure compliance with ERCS policies.
Transit & Logistics Coordination:
- Liaise with transit agencies for the timely arrival of goods at ports.
- Expedite customs clearance and ensure documents (permits, invoices, bills of lading) are properly processed.
- Coordinate the release of goods from customs promptly.
- Track shipment deliveries and manage discrepancies, claims, or insurance for damages/losses.
Reporting & Documentation:
- Compile accurate data on procurement activities for reporting purposes.
- Prepare periodic reports on local and foreign purchases.
- Take minutes during Pharmaceuticals Services procurement committee meetings.
- Support budget planning for procurement needs and annual requirements assessments.
Process Improvement:
- Study procurement techniques and propose reforms to improve efficiency and cost-effectiveness.
- Follow up on purchase orders and notify authorities of delays or irregularities.
- Ensure Protection, Gender, and Inclusion (PGI) considerations in procurement and logistics processes.
Other Responsibilities:
- Participate in skill development workshops and training initiatives.
- Perform other duties as assigned by the Pharmaceutical Operations Manager.
Qualifications & Experience
- Bachelor’s or Master’s degree in Pharmacy, Procurement Management, Materials Management, or related fields.
- Minimum 4–6 years of related work experience in procurement, logistics, or pharmaceutical operations.
- Strong knowledge of procurement policies, tender processes, and customs clearance procedures.
Skills Required
- Procurement and supply chain management.
- Strong organizational, analytical, and problem-solving abilities.
- Communication and coordination with internal and external stakeholders.
- Proficiency in Microsoft Office and reporting tools.
