Job Description

The Public Health Officer will support UNHCR’s health programs in Melkadida, Ethiopia, focusing on refugee health inclusion and health system transition. The role involves coordinating with government and humanitarian partners, supporting the transfer of health facilities to authorities, and promoting sustainable, quality healthcare services for refugees and host communities.

Key Responsibilities

Public Health Programming & Health Systems Transition

  • Support planning, implementation, and monitoring of public health programs.
  • Lead refugee health inclusion and transition initiatives aligned with national health policies.
  • Conduct health facility and system readiness assessments.
  • Support the handover of health facilities to regional and woreda health authorities.
  • Ensure continuity and quality of healthcare services during transition processes.

Partnership Management & Coordination

  • Strengthen collaboration with government health authorities, NGOs, UN agencies, and development partners.
  • Coordinate health sector meetings, technical working groups, and partner forums.
  • Support development and monitoring of partnership agreements.
  • Facilitate policy dialogue on refugee inclusion in national health systems.
  • Support donor engagement and resource mobilization efforts.

Project Implementation & Reporting

  • Contribute to program planning, budgeting, and prioritization.
  • Manage and monitor earmarked public health funding.
  • Prepare technical reports, briefs, and progress updates.
  • Document lessons learned and best practices.
  • Support multi-sectoral collaboration to strengthen resilience and self-reliance outcomes.

Monitoring & Evaluation

  • Conduct field monitoring visits and joint reviews.
  • Track health inclusion and transition indicators.
  • Verify quality and accuracy of health data and reports.
  • Identify implementation risks and recommend corrective actions.
  • Ensure activities remain aligned with approved plans and budgets.

Qualifications & Experience

Education

  • Bachelor's degree in Public Health, Medicine, Nursing, Epidemiology, or related field.
  • Master's in Public Health (MPH) or related discipline is an advantage.

Experience

  • 6 years of relevant experience with a Bachelor's degree, or
  • 5 years with a Master's degree, or
  • 4 years with a Doctorate degree.
  • Experience in public health programming, humanitarian response, or development settings.
  • Experience in health systems strengthening, disease prevention, and outbreak response.
  • Experience managing donor-funded projects and partnerships.
