Job Description

The Ethiopian Agricultural Transformation Institute (ATI) is looking for a Senior Manager – Organization Development and HR Relations to lead organizational development, learning and development, performance management, succession planning, onboarding, and employee engagement initiatives.

Key Responsibilities

📚 Learning & Development

  • Conduct organizational and individual learning needs assessments.
  • Design and coordinate training and professional development programs.
  • Manage learning and development interventions from planning through implementation.
  • Promote a culture of learning, coaching, mentoring, and professional development.
  • Manage relationships with external trainers, consultants, and training providers.
  • Support career development and provide learning guidance to managers and employees.
  • Coordinate panel discussions and cross-functional learning sessions.
  • Manage staff education grant processes.
  • Evaluate training effectiveness and assess return on investment.
  • Review and recommend improvements to ATI's Learning and Development policies.

👥 Onboarding

  • Coordinate the overall onboarding process for new employees.
  • Ensure effective first-day and biweekly onboarding activities.
  • Manage the employee buddy program.
  • Organize quarterly onboarding sessions and document outcomes.

📊 Performance Management

  • Develop, enhance, and manage ATI's Performance Management System (PMS).
  • Support employees and supervisors in setting annual performance goals and KPIs.
  • Coordinate quarterly, mid-year, and third-quarter performance reviews.
  • Monitor completion rates across organizational units.
  • Coordinate performance calibration and organization-wide performance reviews.
  • Support Performance Improvement Plans (PIPs).
  • Support performance-based rewards and recognition.
  • Analyze annual performance results and provide recommendations.

🏢 Organizational Development

  • Develop annual organization-wide training needs.
  • Coordinate succession planning and identify potential successors.
  • Support organizational change and employee engagement initiatives.
  • Coordinate organizational navigation and team health surveys.
  • Work with IT teams to integrate survey results into Power BI.
  • Monitor employee turnover and conduct exit-interview analysis.
  • Develop reward and recognition procedures.
  • Track organizational development initiatives and report progress to senior management.

📄 HR Services

  • Ensure employee requests for supporting letters are handled efficiently.
  • Ensure employees receive and use ATI identification cards.
  • Ensure work certificates are issued to employees who complete clearance after resignation.

🎓 Qualifications & Experience

  • Bachelor's or Master's degree in Human Resources Management, Management, Business Management, or a related field.
  • Master's degree: minimum 8 years of relevant HR experience.
  • Bachelor's degree: minimum 10 years of relevant HR experience.
  • Extensive experience in:
    • Learning and development
    • Performance management
    • Organizational development
    • Succession planning
    • Organizational change
    • Competency frameworks
    • Job evaluation and grading
    • Career development
  • At least 4 years of experience in staff performance management, training, development, or related areas.
  • At least 2 years of leadership or managerial experience.
  • Professional certification in HRM, training facilitation, or performance management is an advantage.

📍 Working Conditions
