Senior Technical Advisor, Tobacco Control – Vital Strategies

The position will serve as the focal point for Vital Strategies’ collaboration with government agencies, partners, and grantees in Tanzania. The successful candidate will provide technical leadership on public health policy, tobacco control, government engagement, policy advocacy, grant management, and stakeholder coordination.

This is a full-time remote position based in Tanzania, with employment facilitated locally through an Employer of Record.

Key Responsibilities

Strategic Leadership & Representation

• Serve as the tobacco control focal point for Tanzania.
• Represent Vital Strategies in high-level tobacco control meetings and events.
• Contribute to organizational work plans and regional tobacco control strategies.

Policy Advocacy & Stakeholder Engagement

• Engage with the Ministry of Health and other relevant government ministries at national and sub-national levels.
• Build and maintain strategic relationships with CSOs, NGOs, and other partners.
• Monitor national strategic plans and emerging tobacco control policy developments.
• Coordinate with Bloomberg Initiative partners and other stakeholders.

Technical Assistance & Capacity Building

• Provide technical assistance to government agencies and project partners.
• Conduct political and policy environment analyses.
• Identify opportunities for tobacco control interventions.
• Review technical materials to ensure alignment with international best practices, including the WHO Framework Convention on Tobacco Control (WHO FCTC).

Grant & Project Management

• Manage the development and implementation of grants with government and NGO partners.
• Monitor project performance against agreed objectives and outcomes.
• Conduct site monitoring visits and provide technical guidance.

Monitoring, Evaluation & Reporting

• Prepare monthly, quarterly, and annual progress reports.
• Develop policy briefs and technical reports for decision-makers.
• Participate in regular coordination meetings with the Bloomberg Initiative and tobacco control stakeholders.
• Track initiative milestones and ensure effective communication and reporting.

Qualifications & Experience

🎓 Education: Master’s degree or higher.

💼 Experience: Minimum 10 years of progressive professional experience in the health sector.

Preferred Experience

• Previous experience working in government or public policy/public health.
• Experience in tobacco control or noncommunicable diseases (NCDs).
• Strong understanding of Tanzania’s government system and established connections with government agencies is strongly preferred.
