VSO Ethiopia : Financial Compliance Manager

Key Responsibilities

• Implement VSO financial processes and compliance controls.
• Manage financial risks and maintain risk registers.
• Support fraud prevention and financial risk mitigation.
• Coordinate financial and risk audits.
• Monitor partner compliance and implement corrective actions.
• Coordinate cluster-level financial planning, budgeting, and forecasting.
• Monitor project expenditure and income.
• Prepare grant reconciliations and donor financial reports.
• Conduct financial monitoring visits and review supporting documents.
• Support tax, statutory, and internal audits.
• Coordinate procurement, logistics, asset management, travel, and administrative functions.
• Provide technical support and capacity building to cluster finance teams.

Qualifications & Experience

• Bachelor’s degree or equivalent in Finance, Accounting, Business Administration, Economics, Management, Project Management, or related fields.
• Professional certification such as ACCA, CPA, CIMA, or equivalent is required/preferred.
• Master’s degree is an advantage.
• Significant experience in finance, operations, grants management, or project management within donor-funded programs.
• Experience managing complex budgets, financial systems, and operational processes.
• Strong experience in budgeting, forecasting, expenditure tracking, and financial reporting.
• Experience with INGOs/development organizations is advantageous.
• Experience with grant financial management and donor requirements.
• Proficiency in Excel, SUN systems, and Q&A XL.
• Ability to work in multicultural and multi-regional environments.
• Willingness to travel and work away from the home base for up to 20% of the time.
