Job Description
The Public Health Officer will support UNHCR’s health programs in Melkadida, Ethiopia, focusing on refugee health inclusion and health system transition. The role involves strengthening public health services, coordinating with government and partners, supporting health facility handover to authorities, and ensuring sustainable, quality healthcare for refugees and host communities.
Key Responsibilities
Financial Management
- Record and maintain daily financial transactions.
- Prepare monthly, quarterly, bi-annual, and annual financial reports.
- Monitor project budgets and cash flow projections.
- Ensure compliance with donor requirements and accounting standards.
- Support financial audits and maintain financial documentation.
Administration & Human Resources
- Serve as the focal person for finance, administration, logistics, procurement, and HR matters at the field office.
- Support recruitment and HR administration activities.
- Process staff per diem, advances, and travel expense settlements.
- Maintain personnel and administrative records.
Procurement & Logistics
- Implement procurement procedures according to donor and CIFA policies.
- Maintain fixed asset registers and inventory systems.
- Ensure proper management of goods received and project assets.
Compliance & Reporting
- Ensure compliance with Ethiopian tax, pension, and labor regulations.
- Process tax deductions and submit declarations on time.
- Maintain secure financial records and documentation.
- Coordinate scanning and filing of financial documents.
Qualifications & Experience
Education
- Bachelor's Degree in Accounting, Finance, or a related field.
Experience
- Minimum 5 years of relevant professional experience.
- At least 4 years of experience with INGOs or humanitarian organizations.
- Experience in financial management, accounting, administration, and donor-funded projects.
